In today’s revealing post, we will uncover a trending question we saw on Facebook: is nudity legal on Kauai beaches? Various sources, and the comments did not offer clear advice, so we investigated independently.
It’s all about location, location, location. If you are on a state park beach, don’t even try. It’s illegal. That includes topless sunbathing for women, too. However, away from those beaches, things sometimes change, but with a risk. That is because Hawaii has an indecent exposure law that covers county beaches.
One thing to note, as the former Mayor of Maui did a few years ago, is that topless sunbathing for women is legal on beaches other than the state.
But what about going Full Monty and “au naturel?”

At the same time, you could be fined up to $1,000 or a jail sentence of up to 30 days for removing your board shorts and bikini bottoms. Three Kauai beaches have gained an unofficial reputation for being clothing-optional. They are Larsen’s Beach, Donkey Beach, and Secret Beach, all located in more secluded and less trafficked areas of the island.
Larsen’s Beach: Situated near Kilauea on the northeastern coast, Larsen’s Beach (lead photo) is often mentioned as a place where some visitors sunbathe nude. While the beach’s remote setting makes it feel private, it’s essential to remember that nudity here is still technically illegal, and there is always a risk of being fined or reprimanded. A Hawaii rich and famous celeb we saw here (fully clothed) was Mark Zuckerberg.
Donkey Beach (pictured): Located on the east side of Kauai, Donkey Beach has had a similar reputation for being more relaxed about clothing, though this has fluctuated over the years and is largely no longer the case. As with Larsen’s Beach, it’s important to be discreet and aware of the potential consequences. Before the construction of the bike bath, public restrooms, parking lot, and the houses above it were built, this was very secluded, harder to reach, and popular. Now, less so, and we know of someone who was fined not long ago for going nude at Donkey Beach.
Secret Beach: Also known as Kauapea Beach. Secret Beach is located near Kilauea on Kauai’s north shore. This hidden gem is often regarded as one of the island’s most beautiful and secluded beaches, and it has become well-known for clothing-optional sunbathing. However, as with other beaches on the island, nudity remains illegal here. Visitors are advised to be cautious and respectful of others on the beach.
Cultural sensitivity and respect for local norms.
While some argue that sunbathing nude is a natural and liberating experience, others in the community feel differently. The issue of nudity touches on deeper cultural sensitivities in Hawaii.

Making some harmless activity or state of dress illegal makes it difficult for it to become customary or the norm. Government should not be involved in setting custom by law. Regarding simple female toplessness, wherever men can go topless, so can women. We just need to exert that right.
As a world traveller at an early age, I have seen so much. Nudity is not a problem. I think Americans make it a problem. Just like on TV, the award shows have such disgusting dancers, and yet put a black label above a breast cleavage! Give me a break!
I guess if you can stand the hike or get a boat there, Kalalau has been known to harbor a few nudists too.
I believe that women should be allowed to be topless at beaches. I personally do not enjoy seeing men walking around public places without shirts-

My wife and I were hiking along Larson’s many (16-17?) years ago and stumbled across a haole couple fully engaged in the act, so to speak. Apparently I glanced a little too long, because my wife yanked my arm and starting walking away twice as fast.
Warning to anyone that does go to Larson’s, there are no shortage of thieves lurking down there. Don’t leave anything valuable in your car (or on shore if you go swimming). In fact, just don’t take anything valuable to begin with. And there’s no lifeguards so your ought not be swimming in any event. Not sure if Zuckerberg has posted armed guards along his shoreline …

Colonialism & religion brought a lot of violence and patriarchy to the world.
Controling and shaming of women bodies is how they maintained power and it still exists in today. It’s something I’m an activist to push the boundaries in many ways but sun bathing nude is not one of them.
That said, follow the current cultural norms when complete privacy is not possible. It’s all out of respect for others which is something we all want.
I don’t particularly understand what motivates nudes beaches, but if that’s your thing then do so in locations where it’s acceptable and not in public areas.
If God wanted us to swim and sunbathe nude, we would have been born that way.
The notion of nude sunbathing is founded on the history of many places. Long ago, what we all have since decided on and considered “appropriate” is not longer the case. One need look no further back in time to see how people spoke to one another. Be respectful. If you feel differently, and I mean this with no animosity, go somewhere else. Other places welcome nudity. Don’t attempt to force your views on areas/people who don’t agree. Go to places that welcome your perspective.
Having been stationed in Germany, where topless was fairly normal and there were fully nude locations…

I accidentally visited a “clothing optional” beach long ago while on the island of St. Martin/Sint Maarten. As everyone knows, the French are very liberal about nude sunbathing; but as I had my 12-year old son with me, I was quite taken aback. Since we are from the U.S. mainland, and nudity is mostly viewed as a No, I wasn’t really prepared to have my 12-year old exposed to it. And honestly, since I have seen topless and nude sunbathing in other parts of the world, my opinion that almost everyone looks better with bathing suits On. But I guess, when in Rome (or France, French islands), you can do as the “Romans” do. As long as it is acceptable in that location. I seriously doubt that Hawaiian beaches are okay with it.
Why do you feel it’s necessary to encourage nudity? Because that’s what you’re doing here by not fully calling it out.
As a resident of Hawaii, the last thing I want my children subjected to is naked haoles- ugh. Because it’s always haoles, never the locals. That should tell you what you need to know.
In all due respect, meaning, I did not know where I was hiking upon to, and hiked upon a nude beach and They Were Not Haoles! I saw on the beach a while and had my picnic. people were even surfing in the nude. No problem with me personally as I had my clothes on, and I have nothing against any one nude. but just saying….they were not haoles.
