    My husband & I are planning to spend 4/08 – 4/29 in Kauai (we’ll follow the Safe Travels program). If you could please help, I have two questions:
    1) If we travel to Maui 4/29 – will we need to test in Kauai prior to leaving for Maui?
    2) If we then travel to Honolulu 5/02 – will we need to test in Maui prior to leaving for Honolulu?

      First it is possible, even likely, that interisland rules could change between now and then. As of now, yes you need to test before Maui but not before Oahu.

  3. Do not visit the state of HI until it drops all its draconian rules and opens up completely. You risk losing your vacation to the decisions of government bureaucrats if you do. The safest strategy is don’t risk it. Go someplace else like FL, TX, or AZ that is open and gorgeous this time of year.

  4. We will be traveling to Kauai in May and staying with friends who live there. We will then go to the Big Island for a few weeks to stay in our condo. Will we have to have another Covid test to go inter-island?

My deposit is due in a few days, but I am wondering if the highway will be re open by then, of course it may be too early too tell- Just looking for some advice or insight. I really hate to change the location, was so looking forward to this, & Ive already had to re book 3 times due to Covid. Also wondering about the Conditions of Tunnels beach & Ke’kee beach.

      We should know more hopefully in a few days. If the state continues its reopening plan then that will be a good sign. No one knows more. The beaches are not impacted by this, just the highway.

    2. Highway supposedly to reopen for limited hours as soon as this Saturday (Mar 20). Your arrival is two months away, so you should be OK. Worst case, you will have limited access hours and need to wait in line of cars each direction. Silver lining: This will reduce the amount of people visiting Hanalei and parts west so should be significantly less crowded. I hear the initial public access hours will be 5-7 am and 5-10 pm. But not yet officially announced.

    We will be traveling to Kauai (with a short layover in Honolulu) on April 8. We will COVID test 3 days prior to leaving Minneapolis on the 8th. Will we also need to test in Honolulu prior to catching the flight to Kauai if the test is within the 72 hour period.

      Based on the current rules, which could still change, you will not need to re-test so long as you remain in transit (at the airport). If you exit the airport, then it is our understanding that you will need to re-test.

    Please could you tell me if we arrive on 4/4 from Mainland to Kauai (after negative COVID test) and then quarantine lifts on 4/5 – will we have to still quarantine the full 72 hours?
    Any idea why they chose 4/5 instead of 4/1 for ending 72 hour quarantine?

      Kauai has not indicated any exception for those arriving before April 5. While that could change, it would be safest to assume that it will not and you will need to comply with the rules in effect before that date.

      1. Thanks for your reply. We have changed our plans as we just didn’t understand the policy. Why would visitors who arrive on 4/5 have no quarantine and someone that came in on 4/4 have to quarantine beyond the quarantine lift? We checked with our original hotel and they believe we will still have to be watched by National Guard for the full 72 hours. Since the quarantine life isn’t evenly distributed, we changed our trip – even though we are vaccinated. We were fine when it was equitable for all visitors, now we feel penalized for coming in a day too early and we can’t fly the next day to Hawaii due to no avail flights. Bummer for Kauai, less revenue from fully vaccinated visitors. Thanks for your time. Mahalo.

      We arrive the day before you. The Mayor’s office replied back to my emails stating we’d need to quarantine for a full 72 hours, which makes no logical sense. I even asked if we could test out of quarantine on 4/5 and was met with the same response:

      Thank you for your email to the Office of the Mayor. Kaua‘i is rejoining the State’s Safe Travels program (hawaiicovid19.com/travel) starting April 5 – where you can take a COVID test from an approved Trusted Testing Partner (hawaiicovid19.com/travel-partners) and avoid quarantine if you test negative prior to landing on Kaua‘i.

      If you plan to travel any time prior to April 5, you will be subject to the rules currently in place. That means if you are a trans-pacific traveler, you can only avoid a 10-day quarantine on Kaua‘i by staying on another island for 3 days first or staying in a Resort Bubble and testing out of quarantine after 3 days. More info on our current rules is stated on our website kauai.gov/covid-19. Further, if you are at any time in quarantine on Kaua‘i, you will not be allowed to stay at a Transient Vacation rental such as an AirBnB or VRBO.

  10. Hi, I am flying directly to Kauai from the mainland April 3rd and I am staying in a resort bubble hotel. Of course, I will have my negative PCR test prior to leaving the mainland. I fully understand I will need to buy the bracelet and enter the hotel resort bubble for April 3rd and 4th, but I am confused what happens on April 5th and I have not been able to see clear answers.

    Some information says the Resort Bubble program completely ends on April 5th (and thus I should be free to roam the island that day). Conversely, the hotel says once you enter the bubble, you must remain until you fully test out after 72 hours + test wating time…which could mean up to another 3-4 days depending on which test I choose (rapid + $$ or slower + free). But it seems to me if someone could arrive on April 5th from the Mainland with a negative PCR test and are free to roam, then those of us already in the bubble with negative PCR tests should also have met the acceptability requirements, no?

    Of course I will do whatever the hotel requires to stay compliant, I just seem to be in a weird timing situation and I can’t plan more without figuring out this answer since it has such ramifications for the rest of my week-long stay there…thank you if anyone has any insight…it’s much appreciated.

      Without news from the County to the contrary, it is best to assume you will need to remain in the resort bubble for the full 3 nights.

    2. Hi Joseph. Completely agree. The plan is not thought through and makes no logical sense. There is no reason why you shouldn’t be able to test out on 4/5. After all, someone traveling directly to Kauai on 4/5 will have a chance at exposure any time inside of the 72 hours they took the test (including the flight) and won’t need to test. But those of us arriving 4/3, 4/4 have to quarantine for a full 72 hours and test? How does that make any sense. And the Mayor’s office is stating this as well. Good luck. My hope is that common sense prevails between now and 4/5.

    Do you know if interisland travel requirements have been determined yet? For example, can I fly into Oahu with getting a covid test 72 hours prior to arrival in Oahu. Stay a couple of days, and then travel freely to Kauai without testing again or worrying if more then 72 hours have passed?

    Any links or official mention of this would be greatly appreciated.

      There is nothing announced about interisland travel so far. The official state website is https://hawaiicovid19.com. So until something changes, you will test before traveling to any island other than Oahu.

  12. We have travel to the big island May 2nd from California and will have COVID-19 tests within 72 hours of our flight.

    My question – is there a change in the Kauai travel policy that kicks in on April 5th? We travel on May 8 to Kauai (from Kona). We understood we had to have a test in Kona after being in Kona for at least 3 days and within 72 hours of our flight to Lihue. Does this Kona COVID-19 test go away with the April 5th policy change(s)?

    It is all so confusing…

      No changes for interisland at this time. So yes you will still need to test before flying to Kauai. That could change, as has been suggested by the Lt. Gov. and others, but it isn’t clear when that might happen.

    Should we book a hotel & Car rental now?

    we have not been vaccinated yet.
    Do we have to participate in Kauai resort bubble program?

      Yes you can book accommodations and car rental now, or whenever you would like. You will not need to be vaccinated but you will need to adhere to the requirements of Hawaii’s Safe Travels program, which will include Kauai starting April 5.

      We do expect that airlines will adjust Kauai schedules as soon as Kauai reopens and demand returns. You can look forward to more nonstop being added soon.

      1. Had to blame the airlines. Last time, Kawakami pulled the rug out from under them with hardly any notice after they finally started getting some traffic to Kauai. We flew on a non stop Southwest flight from San Jose to Lihue back on Nov 5, and the plane was maybe a 3rd full after what had then be not quite three weeks into Safe Travels.

        For all the airlines know, someone will catch COVID again and Kawakami will panic and opt out of safe travels again before enough demand builds up.

        I don’t know about big hotels like Grand Hyatt, but I can see them thinking carefully about “fool me once, shame on you, fool me twice ….”

  16. I am coming back from mainland on April 4th and will start my 10 day quarantine that day, in my own residence.
    Would I be released from quarantine on April 5th when the new rules will go in effect or would I need to complete the full 10 days of quarantine?

    1. No, you won’t. You may want to delay your flight for a day, and return using the safe travels protocol so you can spend zero days under house arrest instead of ten. The Safe Travels program allows you to skip quarantine, IF go through the hoops, the main one being getting a negative test result from test taken from a Hawaii trusted partner within 72 hours of your flight departure time to Hawaii. April 5 is not a “get out of jail free” date.

  17. Do we know when the governor will be signing off on this? That’s the only thing keeping me from booking right now.

    1. According to the Garden Isle News, Ige signed-off on this yesterday (Friday March 5th). Here’s the link, if Rob and Jeff will allow an exception to their no links policy.

      “Friday, Gov. David Ige approved Mayor Derek Kawakami’s request to re-enter the state’s pre-travel Safe Travels program.

      “This emergency rule will simplify travel to Hawai‘i by including Kaua‘i in the existing Safe Travels program,” Ige said in a press release. “The increased restrictions over the winter months helped Mayor Kawakami safely balance travel with the health and safety of residents and visitors on the Garden Island.”

      (By “balance” Ige means “squash”)

  18. “Negative Covid test within 72 hrs of departure from the Mainland.” Most of us would be flying from LAX but a couple from the Midwest. Does that change?

    We flew to Kauai via Honolulu last Oct. 16, just one day after they set this new rule (at the time) – and everything went smoothish. But this time it would be a group of 21 in July so I’d need to make sure everything goes smooth.

      Thanks. For those flying from the midwest, the rules are the same. Test must be taken within 72 hours of their mainland to Hawaii flight. Assuming the flight from the midwest has a change of planes on the west coast, it would be within 72 hours of the west coast to Hawaii flight.

    I have a reservation from 4/3/21 to 4/10/21. Do we really need to be in resort bubble program when we fly in on the 3rd and 4th? If our hotel will take us in, is that going to be okay?

      On just checking there has been no update from the County on how it will work for those arriving in the days before the rule change. As soon as there is more information, we will update this.

      1. The current rules remain in effect until April 5th, no exceptions. Here is the quote from the county site:

        “Governor David Ige has approved Kauai Mayor Derek Kawakami’s request to rejoin the Safe Travels pre-travel testing program for Trans-Pacific travel, effective April 5, 2021. Existing rules for travel to Kauai remain in place until that date. For travel before that date, please see below.”

        1. Absolutely. I have no doubt that anyone arriving before the 5th will be stuck in their bubble for the full time. If you don’t want that, delay your trip. But also keep in mind that the pre-flight test for bubblers does not have to be a “trusted partner” – but it does if you want to skip quarantine without bubbling after the 5th.

          Personally, I wouldn’t bubble, but if you signed up to bubble, then it must have been acceptable to you, so just roll with it or cancel.

        1. We are in the same boat, arriving on 4th. So frustrating to not know what will happen on the 5th.

          1. What will happen on the 5th? Nothing. You will be stuck in your bubble Q until you test out at least 72 hours after you arrived on 4th. Or you will be locked in a hotel room until the 14th if you are not a Bubbler.

            If you don’t like those alternatives, change your travel plans to arrive on/after April 5th and get tested by approved partner within 72 hours of departure.

            This is not about fairness, or whether in fact you present zero risk of slaughtering the population of Kauai. This is about rules, however arbitrary and/or pointless. The mayor of Kauai could care less about you. In fact, he must be highly amused-pleased that you would drop a few $K to be under self-imposed confinement at one of his bubbles as the price to visit his precious island. Keep that in mind.

          2. Nothing will happen on the 5th, you’ll stay in quarantine. The mayor’s office has confirmed this with me in writing. You would want to arrive on/after the 5th to avoid a 72h quarantine.

      You need to test within 72 hours of your flight from the mainland to Hawaii only.

    My family is planning a June, 2021 trip to Hawaii. We are staying on the big island for the first week and have not decided yet about the second week. It will either be Oahu or Kauai depending upon travel restrictions. Do we have to take the 72 hour test before the trip in Texas once or do we need to test before EACH island stay.       You will need to test within 72 hours of your mainland to Hawaii departure. After that, it will be dependent on what the interisland travel rules are. They are likely to change before then to eliminate testing requirements. We’ll update as soon as we have more news.

    The vaccines are not FDA approved and do not prevent Covid. The vacs are being administered under Emergency Use Authorization, EUA. It is thought, but not known fully, that they prevent severe covid.
    We are waiting to make our yearly trip to Kauai until one policy has been enforce for at least 6 months. We also want to see how much is open. I will say I am always surprised when people complain about the costs of the Covid tests. It seems to me that if you can afford a Hawaiian vacation, you can afford a test.

    1. That is just not true that it hasn’t been proven that the vaccines prevent Covid. Not only were full Phase III placebo controlled studies completed, there are now real world data that has been published in peer reviewed journals from countries like Israel (50% 0f population vaccinated) that the vaccines are working as predicted in the clinical trials. They are preventing serious disease with virtually zero people hospitalized who have been vaccinated. Yes, it does not prevent 100% of infections but serious illness, yes!

      1. Jason, reread my post, please regarding vac prevention of severe covid. Vacs do not prevent covid infections. Reread your first and last sentence. BTW, my major concern for the citizens of Kauai is that they will think a vac offers total protection when it clearly does not. Those who work with tourists are also more likely to be exposed to variants. Vaccines are not a panacea.

        1. What you say is still incorrect. Real world data does show that most people who are vaccinated do not get infected as measured by PCR testing of vaccinated vs non-vaccinated groups. There was a large study in the UK amongst hospital workers that demonstrated this conclusively as they were tested regularly. Yes, vaccines aren’t perfect but if everyone is vaccinated the world would be a safer place and we could get back to normalcy sooner. They also protect almost completely from severe covid and death…

  25. Hi guys, as usual, your site is a lifeline! Thank you so much for keeping us informed on the minute-by-minute developments. I am looking for your email alerts everyday for each change. My husband and I will be fully vaccinated by the end of March and are looking to come to Kauai as early as the end of April. Our biggest concern is the required COVID testing 72 hours before arrival. Testing isn’t cheap and results can be delayed. Have you heard any whispers about vaccination passports to bypass COVID testing? We would delay our trip to avoid the stress of hoping the testing goes smoothly right before departure. Thanks again!

      Per yesterday’s update, the governor is saying possibly not until the end of summer whereas the Lt. Gov. is saying this spring. That’s all we know for now.

      1. End of summer? That is missing a desperately needed successful high season ! Just allow visitors to show their vaccine cards & be done with it. The Governor is like a huge dinosaur, unable to move nimbly or make decisive decisions quickly.

  27. Thanks so much for all of this info! I’ve been reading this site regularly for months now and it’s been so helpful. Like another poster, we originally planned a trip for April 2nd – April 10th. We moved the trip to March 30th to allow for the 3 day quarantine. So I too am curious if there will be any wiggle room for travelers in our situation. As of now, we’re at the Marriott Lihue bubble resort from 3/30-4/2. Then we will be staying 3 nights at the Waiohai Beach Club in Poipu and then heading to a house in Hanalei. This is spring break for a lot of families so an April 1st date would be ideal to allow for travel to the island.

    2. We’re in the same boat as you Sarah. We were originally booked 4/1 thru 4/9 and moved it up to 3/29 to accommodate a bubble stay 3/29 to 4/1 prior to moving to our rental. My husband and I actually ended up catching covid last month, have since recovered and will now apply for exemptions with HI’s attorney generals office. We will have to bubble regardless because our young daughter didn’t catch it (thankfully) and has to quarantine and test out like everyone else.

  32. What’s happening on Kauai now is a step in the right direction. I’ve been keeping track of what, Lt. Gov. Green is hoping for. He’s hoping those that have been vaccinated, will be coming to Hawaii with only proof of vaccination, he’s hoping for sometime in May. The numbers/statistics coming out of Israel for the vaccine are starting to look good. That one shot vaccine from J&J/Merck should also be helpful.

      It depends on when you travel. It is being proposed (but is not yet effective) that interisland visitors who are vaccinated not need to participate in testing, Otherwise, current rules are testing before traveling between islands, other than to Honolulu. Testing is required as well when traveling to Kauai from the mainland.

  34. Please confirm that if we are staying on Oahu for 6 nights commencing March 24 and flying to Maui on March 30 we will need to retake a Covid test on the 27th? We will, of course, have a negative test coming over. So many confusing messages. Thank you.

    This is great news! We moved our Kauai April trip to Maui and rescheduled Kaui for October. So we get two trips now! Care to speculate how soon some of the bigger hotels (Grand Hyatt, Sheraton Poipu etc) will reopen? They were burned last time. Can’t wait to get back!

      We have the same question. Let’s see what the coconut wireless tells us in that regard. If, and it is a big if, these stakeholders feel assured by the county that this will not change again suddenly, then we are thinking they will open later in April. They will have already missed the spring break, so the timing isn’t critical.

    2. Correction, I believe our President stated there will be enough vaccine for all American adults by end of May. This move up on time is a direct result of him enacting the war production act and getting Merck to help manufacture the J&J vaccine.

      @2mil vaccinations per day x 90days (Mar,Apr, May) , that’s an additional 180mil protected Americans! That’s huge progress, really.

  36. Wonderful news! We think we made it happen as we had just made reservations on Sunday for April 4th and was going to bite the bullet to do a bubble resort, even though we have a place on the north shore.

    I just want to thank you for keeping us so well informed throughout the mess. You reported news more quickly and much more consistently than The Garden Isle. Your articles were the subject of much discussion in our household and amongst friends in Colorado. Great job!

      1. Let’s hope the testing requirement as it has stood is rescinded or revised. FYI: The tests that HI currently approves are EXPENSIVE! Costs range from $135-$170. Free tests which are available throughout the country are not guaranteed to report test results in 72 hours, so you have to be gouged by “approved” labs to meet the requirements. Also, test results are not always accurate, whereas the vaccines are FDA approved to prevent COVID with a 95% efficacy. Start saving your money for tests on top of airfare, lodging and rental cars. For a family of 10, in my case, that could add up to $1,700 to our trip
        …unacceptable and unnecessary!

  37. This is fabulous news for all owners and tourists who love Kauai. Please notify if we will need to get the QR code to enter and rent a car. It will be so much easier if it’s just showing proof of a negative Covid testing. Thank you for making this happen!!!

      The QR codes have been a part of Safe Travels and that is not going to change based on yesterday’s announcement. We don’t know if car rental companies will require them, although we have heard that they do on other islands as well.
